Bilingual Ban Passes in Mass., Fails in Colorado
Massachusetts’ voters Tuesday approved an initiative to end bilingual education in the state, while Colorado voters rejected a similar measure. Both ballot measures called for replacing bilingual education with English-immersion programs for non-English speaking children.

Voters Approve Funds for After-School Programs
California voters Tuesday approved the After School Education and Safety Program Act of 2002, which calls for using up to $550 million in state funds annually for after-school enrichment programs for children, including homework assistance and tutoring. The measure, which was designed by actor Arnold Schwarzenegger, takes effect in 2004.

Schools Urged to Adopt Asthma Plans
The growing number of schoolchildren with asthma is prompting doctors to call on schools to develop action plans to deal with asthmatic students. Older children should be allowed to carry their inhalers, and younger ones need quick access to them, according to a report from the U.S. Centers for Disease Control and Prevention.
